James "Jim" Blain served as the Chief Executive of the Boy Scouts of Canada.
In 1990, Blain was awarded the 202nd Bronze Wolf, the only distinction of the World Organization of the Scout Movement, awarded by the World Scout Committee for exceptional services to world Scouting.[1] He was also a recipient of the Silver World Award.
