Julio de Jesus Radilla Hernandez aka El Negro was the leader of the South Pacific Cartel (a Mexican Drug Cartel) and was arrested on May 25, 2011 by Mexican Federal Police.[1] He is believed to have been the leader of the South Pacific Cartel [2] and responsible for the murder of the son of poet Javier Sicilia (Juan Francisco) and six other young men in March in the tourist town of Cuernavaca.[3]
