Russia competed at the 2002 Winter Olympics in Salt Lake City. With a total of 13 medals, this was the worst showing by the country in the Winter Games. The Russian public believed that the judging was biased against Russian athletes. Many also criticized sports bureaucrats for the country's lack of training infrastructure and inadequate doping control measures.[1][2]
