Sujan R. Chinoy, from Rajkot, Gujarat, is a ranking career diplomat (equivalent to Secretary to the Government of India/Vice Minister) of the 1981 batch of the Indian Foreign Service. He is the Ambassador of India to Japan since 3 December 2015.[1] Currently, he is India's only serving Gujarati Ambassador, and India's only China specialist who also speaks Japanese. Earlier, he was the Ambassador of India to Mexico [2] and High Commissioner of India to Belize from 2012 to 2015. and High Commissioner to Belize. Chinoy was Additional Secretary in the National Security Council Secretariat in the Prime Minister’s Office in New Delhi for several years. He also served for many years as India's Consul General in China (Shanghai) and Australia (Sydney) handling trade and economic portfolios.

Early life and education

Chinoy was born to Romeshchandra Chinoy, a senior Indian Police Service officer, and Usha Chinoy (née Joshi), a well-known musician,[3] educationist and social worker, whose grandfather Vaidya Shastri Manishankar Govindji (Maṇicaṅkar Kōvintaji)[4] founded the famous Ayurveda firm Atank Nigrah Pharmacy [5] in Jamnagar in 1881. His grandfather, Barrister C. N. Chinoy,[6] was a two-term Dewan of the princely state of Rajkot during the 1930s-1940s after whom the pre-Independence "Infantry Road" in Rajkot is currently named "Barrister Chinoy Road".[7] Chinoy has two sisters, Dr. Parasmani Acharya[8] and Dr. Mala R. Chinoy.[9]

Chinoy was educated at the Rajkumar College, Rajkot (1965–74), where he excelled in the school's orchestra (sitar) and was a member of the rifle shooting team. He did his BA (Hons.) in English Literature and Psychology from the Maharaja Sayajirao University of Baroda, and, his MBA in Marketing from Gujarat University, Ahmedabad. He represented his university/district in athletics, rifle-shooting, swimming and body-building. While at university, Chinoy was a Senior Under Officer in the Infantry Wing of the National Cadet Corps and completed his "C" Certificate, including a special high-altitude ski course at the Indian Institute of Skiing and Mountaineering in Gulmarg. He participated in the All India Inter-University Rifle Shooting Championship held in Chennai in 1976. He was offered a direct commission in the Indian Army but preferred to join the Indian Foreign Service in 1981.

He is fluent in Chinese (Mandarin)[10] and has a degree from the Chinese University of Hong Kong.[11][12] He also knows French, German, Japanese,[13] Arabic, Spanish[14] and Creole, besides Gujarati, Hindi and Urdu. He was an exchange student at the Otemon Gakuin University in Osaka, Japan in 1978.

Career

In the Indian Foreign Service, Chinoy specialised on China/East Asia.[15] He served in the Indian Missions in Hong Kong (1982–84) and Beijing (1984–87), as Desk Officer for China in the East Asia Division (1987-1991), and as Deputy Secretary in the Americas Division and Officer On Special Duty (Press Relations) in the Ministry of External Affairs (1991-1992). As First Secretary/Counsellor in the Permanent Mission of India to the United Nations in New York (1992-1995), he dealt with disarmament, non-proliferation & international security affairs.[16][17] His other appointments were Counsellor (Political) in the Embassy of India in Riyadh (1995-1996), Director of the China Division in the Ministry of External Affairs & Head of the Indian delegation in the India-China Expert Group of Diplomatic & Military Officials dealing with the India-China boundary question (1996-2000), Consul General of India in Shanghai (2000-2005) and Sydney (2006-2008). He contributed the chapter on "Economic Diplomacy in China and Down Under" in the book Economic Diplomacy: India’s Experience (published by CUTS International, January 2011).[18][19] His articles on diverse subjects have also been published in major Indian newspapers such as The Hindu,[20][21] The Times of India, The Indian Express,Pioneer, Frontline,[22] and The Financial Express.[23]

In the National Security Council Secretariat of India (2009-2012), he worked on national security and strategic policy issues, both internal and external.[24]

Chinoy has lectured widely on strategic, defence and economic issues at various institutions and think-tanks in India, including the National Defence College (NDC), the Indian Army Infantry School (MHOW), the Foreign Service Institute, the Institute for Social & Economic Change (ISEC), Bangalore[25] and overseas. He has featured as a speaker at the Shanghai Institute of International Studies (SIIS), Fudan University, Australian Institute of International Affairs (AIIA),[26] the Australia India Business Council,[27] the International Managers Organisation (IMO) in Australia,[28] the Rotary Clubs in Australia,[29][30] the Universidad Nacional Autónoma de México (UNAM),[31][32][33] Tecnológico de Monterrey,[34][35] the University of Matehuala, the Universidad de las Americas Puebla,[36] the Instituto Tecnológico Autónomo de México, commonly known as ITAM,[37] the Universidad del Mar Huatulco[38] School of International Relations, Universidad Anahuac and the Rotary Club Chapultepec.[39] He was invited as a panelist in the plenary session of the Mexico Business Summit in October 2013[40] to speak on the subject of Mexico and Asia.[41] He gave a TV interview on India's Foreign Policy to the popular Belize Channel 5-Open Your Eyes Show.[42] He organised the largest gathering of Yoga enthusiasts outside of India for the event marking the International Yoga Day on 21 May 2015 in Mexico City which witnessed about 6000 participants on the broad Reforma Avenue.[43][44] He addressed the Mexican Senate on the occasion of the 65th Anniversary of the establishment of diplomatic relations between India and Mexico and gave an interview to the TV Channel of the Mexican Senate on India & Mexico[45][46] He was the key-note speaker at the 28th University Book Fair in Pachuca (Hidalgo) in which India was the Guest Nation of Honour.[47] During his term in Mexico, India was invited for the first time as Guest Nation to the well-known International Gastronomy Festival in Veracruz.[48] He has also lectured at the Tokyo University of Foreign Studies [49]

Personal life

Chinoy is married to Vidya, a Spanish-language expert. They have two children, Kavita and Amar. His hobbies include reading, music, tennis, swimming, horse-riding and other sports. He gave a sitar performance on 2 October 2013, playing Mahatma Gandhiji's favourite bhajans Raghupati Raghav Rajaram and Vaishnava Jana To, to mark Gandhi Jayanti in Mexico City.[50] He also plays cricket for the Tigres de Bengala (Bengal Tigers) in the ICC-supported league in Mexico. He has addressed various cricket clubs in Australia.He captained the Indian Team to win the match against Australia in the Inaugural Ambassadors Cup 2014, and the overall 2014 Ambassadors Cup Tournament Trophy at the T20 event on 21 March 2014 in Mexico City. He has performed a cameo role in a Gujarati Film titled Sorath No Sinh Chelbhai.[51]
